Knowledge, Skills and Abilities for World Language Endorsements
Note: The standards for World Languages have not
been clear since the implementation of the Initial and Continuing Teaching
Licenses were adopted in 1999. The newly
proposed standards allow programs to prepare students in a wider array of
languages so long as the program receives approval prior to recommending the
candidate for licensure.
Programs must determine
content sufficiency and fluency sufficiency in language areas where the
Commission does not have an adopted licensure test.
Currently, the Commission
only has licensure tests for: French,
German, and Spanish. The remaining areas
are based on coursework in the language area. (See, agenda item 6.3a)
There have been many
requests for Chinese Language teachers and many states are adding this to their
World Language license.
The policy issue for the
Commission to consider is whether they want to add Chinese as a teaching area
in which the teachers must meet the World Language Standards (like the other
languages the Commission endorses.)
If the Commission has
interest, then we can add Chinese to the endorsements under the World Language
Endorsement standards in the future.
