REPORT ON HB 3619 – 2010 SESSION

RECOMMENDATION:

 

The Executive Director recommends adoption of the following resolution:

 

RESOLVED that, the Commission supports the HB 3619 report to the Legislature and endorses the concepts presented aimed at developing a seamless system of professional development that begins with career preparation and continues through employment as an education professional.

 

INFORMATION:

 

 

Representative Betty Komp promoted HB 3619 to focus attention on the need to support higher education educator preparation programs.  The Taskforce on Education Career Preparation and Development was created by appointment by the state Superintendent of Public Instruction; the Chancellor, and the Executive Director of TSPC.

 

The task force was chaired by Dean Randy Hitz from Portland State University and staffed by the Chalkboard Project.

 

Attached is a very short executive summary which succinctly outlines the goals of the task force and the basis upon which the recommendations were made.  Representative Komp is introducing legislation that will assist in implementing the concepts that do not require a significant amount of state funding.

 

Recommendations were made in the following areas:

Ø      Teacher Preparation and Professional Development;

Ø      Administrator Preparation and Professional Development;

Ø      Licensure; and

Ø      Data Use in Analysis of Teacher Preparation.

 

The licensure recommendations focus on the need to fully fund new teacher mentoring; encouraging teachers to apply for National Board for Professional Teaching Standards certification and the Commission adopting the new InTASC standards.  An outline of the standards can be found in the program approval materials within the Division 17 proposed redesign.
