I. Education Requirements
A. Bachelor’s degree from a regionally accredited institution* or approved foreign equivalent;
B. Completion of an approved teacher education program.

This information must be provided if TSPC has not received fingerprint cards from you within the past three years. See enclosed instructions;
III. Basic Skills Requirement
Submit your original score report for basic skills knowledge. Submit CBEST; Praxis/PPST; or WEST-B. You may have your scores reported to TSPC electronically. Official transcripts of a regionally accredited doctorate degree waive the basic skills requirement.

Submit one of the following:
A. Submit Program Completion Report (Form C2) showing that you have completed a teacher education program within the last three years; OR
B. Submit verification of one year full time or two years of half time licensed educator experience in public schools or regionally accredited private schools in the U.S. competed within the last three years; OR
C. Submit official transcripts in a university-sealed envelope verifying 9 quarter or 6 semester hours of preparation completed within the last three years. Coursework must be germane to education and completed in a regionally accredited college or university.*
VI. Civil Rights Knowledge Requirement
Evidence of knowledge of state and federal civil rights laws. You may locate the workshop schedule information under “Publications” on the TSPC website entitled: Schedule of Workshops in Civil Rights Knowledge.
To facilitate the processing of your application you are encouraged to submit all documents needed for evaluation of your application in a single envelope. You will need the following:
A. Completed form C-1 application as follows:
ü Provide all information requested on Form C-1. Check that you are applying for an Initial I Teaching License;
ü Complete the character questions on page 4 attesting to your fitness to serve as an educator and provide all supporting materials if required. A full explanation of all “yes” questions must be provided. Failure to accurately or truthfully complete these questions may be grounds for denial of your right to teach in
ü Full court documentation of all convictions must be provided. If you have been convicted of a DUII and have successfully completed a diversion program, please submit a copy of court documentation verifying successful completion of the diversion program and proof that the DUII has been dismissed with your application; and
ü Sign and date the application within 30 days prior to submitting your materials to TSPC.
B. Official transcripts: Official transcripts verifying a bachelor’s degree or higher from a regionally accredited* college or university. The official transcripts must bear the seal of the institution and signature of the registrar and must be submitted in a separate sealed college or university envelope with your application. In the alternative your university may be able to submit your transcripts to TSPC electronically.
C. Completed C-2 form: A Program Completion Report (Form C-2) completed by your teacher education institution verifying completion of an approved teacher education program. The C2 Form must be submitted in a separate sealed college or university envelope.
D. Copy of out-of-state license: A photocopy of the front and back of any license from another state valid for unrestricted full-time teaching, if you have one.
E. Verification of recent educational experience: (See subsection V, above) Verification on the Professional Educational Experience Report (PEER) form of recent educational experience as defined above. PEER forms must be completed by the employing public or private district in which the experience was acquired and submitted in a sealed school district envelope. TSPC does not accept faxes or photocopies of this form.
F. Verification of passing scores on basic skills tests: Submit original score report for basic skills knowledge. Submit CBEST; Praxis/PPST; or WEST-B (The West-B option is only available if you have already completed a

Verification of passing scores on tests of knowledge for endorsements: Submit original score reports demonstrating passage of the subject-matter licensure test required for the license and endorsements for which you are applying. You may have your scores reported to TSPC electronically by the testing companies. If you have had your endorsement verified through a transcript evaluation as a veteran out-of-state teacher for any prior license in
H. Evidence of civil rights knowledge. Submit a photocopy of the civil rights workshop certificate received or official transcripts verifying completion of the civil rights course.
I. Fingerprints: Submit one fingerprint card and $62 fingerprint fee.
J. Fees: Non-refundable application fee: $100; and fingerprint fee: $62. Total: $162

Endorsements Which Have No Examination Assigned
